THE COOPERATION IN THE DEVELOPMENT OF H2S TOURISM (HALAL, HYGIENIC, AND HEALTHY), THE DEVELOPMENT OF HERITAGE AND RELIGION TOURISM BETWEEN THE REGIONAL GOVERNMENT OF BANYUWANGI AND UIN KHAS JEMBER

Tourism is interesting, unique, beneficial, and has a broad segment. Some elements in tourism include arts, culture, and language, including natural tourist destinations, culinary, and handicrafts.
Based on a book entitled It's Time to Explore Banyuwangi, published by Banyuwangi district government, Banyuwangi has various types of dance arts, including Gandrung dance, Seblang dance, Kuntulan, Kebo-Keboan, Angklong Paglak, Janger Damarwulan, Barong Oseng and many more. These arts and dances are as icons or symbols of Banyuwangi that are not owned by others.
The culture and traditions in Banyuwangi include Tumpeng Sewu, Endog-Endogan, and Mepe Kasur. The events held on the annual agenda in Banyuwangi include Gandrung Sewu, Seblang dance ritual in the month of Shawwal, Kebo-keboan ritual, Tumpeng Sewu, Endog- Endogan, Mepe Kasur, Puter Kayun, Beach Jazz Festival, BEC or Banyuwangi Ethno carnival, Banyuwangi bengen era, A week in Kemiren, A week of literacy, Cultural festival Blambangan, Nusantara Yellow Book Festival and others.
Based on the book source entitled Time to Explore Tourism and Wellness, Tourism Ijen Geopark published by the Banyuwangi Regency Government, there are several tourist destinations in Banyuwangi, including; Ijen Acid Crater Lake, Ijen Blue Fire, De Djawatan Forest, Teluk Hijau, Sukamade Geoforest, Veccicular lava Flow Gerajagan Beach (Grajagan Beach Lava flow), Columnar Joint Teluk Ijo (Gulf Ijo Columnar Joint), Savana Sadengan, Pang-Pang Bay ( Teluk Pang – Pang), Neogene Limestone Sembulungan (Sembulungan Neogebe limestone), Kawitan Site, Terrace Limestone Blambangan Penisnsula (Limestone Terrace Blambangan Peninsula), Pillow Lava Foraminifera Fossil (Parang Ireng Beach), Istana Cave, Volcanic Rock Pancur Beach, Erek -erek Geoforets, Savana Bekol, Bama Beach, Evergreen Forest, Bangsring Underwater, Batu Hitam Beach, Grand Watudodol and many other tourist attractions such as Mustika Beach, Cacalan Beach, Boom Beach, Cemara Beach, Sanen Island, Sendang Seruni, Tera Kota and there are many other tourist destinations.
Banyuwangi has tourist villages. There are 99 tourist villages in Banyuwangi, some of which are categorized as pioneering, developing, and inspiring tourist villages. There are also traditional tourist villages such as the Kemiren tourist village.
Based on the book entitled Tamasyya Rasa Bumi Blambangan, published by the Banyuwangi Regency Government, there are various Halal culinary delights in Banyuwangi, including ; Rujak Soto, Sego Tempong, Cawuk rice, Pecel Pitik, Grilled Fish, Spicy Chicken, Pecel Rawon and Pindang Konyong. Meanwhile, in terms of snacks, there are Bagiak cake, banana sale, Kuwuk sponge cake, Pia Glenmore, Lanuan cake, Putu cake, Cenil cake, Orog-Orog cake, Ketan Kirip cake, Walik tofu, Sumping cake, Kucur cake, Bugis cake, Awug cake, and others.
There are several historical buildings in Banyuwangi. These buildings were built during the Dutch, Japanese, and British Colonial periods, and there are also several buildings from the Blambangan Kingdom. Apart from that, several colonial plantations and remains of religious sites from Hindu to Islamic, such as temples, tombs, and so on, including heirlooms.
There are several reasons for UIN KHAS Jember to make the relationship into a Cooperation agreement in carrying out the Three Dharma of Higher Education in Banyuwangi such as Banyuwangi Cerdas program. Banyuwangi local government and UIN KHAS Jember began to make breakthroughs in developing halal, hygienic, and healthy tourism (H2S), heritage tourism development, and Religious tourism development. Some of the reasons for the development of tourism include: First, the collaboration between UIN KHAS Jember and Banyuwangi local government that already has an MOU which contains the Three Dharma of Higher Education, among others, in the fields of Education, Research, and Social service in society for the lecturers and students, secondly, the existence of a Halal Inspection Institute (LPH) and Halal Center owned by UIN Khas Jember, thirdly, the existence of Faculties with Study Programs that can support the development of H2S tourism, Heritage and Religious Tourism in Banyuwangi, fourth, Banyuwangi has human and natural resources to support tourism development, especially in developing H2S (Halal, Hygienic, Healthy), heritage, and Religious Tourism Development. These make it easier for academics to work with the Banyuwangi district government, the community, and tourism actors to jointly build Banyuwangi towards a more advanced Banyuwangi economy through tourism development.
According to the Deputy Secretary of Economics in Banyuwangi, Mr. Dwi Yanto, and Head of Government, Mr. Nur Hadi, this Cooperation agreement or PKS should not just be a collaboration but how academics, both lecturers and students can follow up their research and Social service in society on an ongoing basis for tourism development in Banyuwangi, especially in the field of H2S Tourism Development, namely Halal, Hygienic and Healthy, Heritage and Religious Tourism. Likewise, the same thing was also conveyed by the Head of the Culture and Tourism Office. Even Mr. Bramudia said that before the cooperation agreement PKS UIN KHAS Jember through the LPH and Halal Center, one of the lecturers had been doing research and social service in society, these are such as by providing socialization to Tourism Actors and the Community in Banyuwangi about the concept of Halal Tourism which is friendly, and also had been mapping based on her research field in tourist heritage. Banyuwangi Community finally accepted these concepts because the Tourism concept is a concept that is not only for Muslim tourists but also for non-Muslim tourists. They are considering that Banyuwangi is currently the second destination after Bali. Banyuwangi district government hopes that the development of H2S, Heritage, and Religious tourism can provide comfort and safety for tourists, both local and foreign tourists, and both moslem and non-moslem tourists. The government hopes that in the future, the three tourism developments can be adopted by neighboring districts in the horseshoe region and even later, they can be adopted in other areas so that this development can provide benefits, especially for Banyuwangi and other regions on a national scale.
Other activities that have been carried out by the Halal Center team and activities that have been carried out by one of the UIN KHAS Jember lecturers with the Banyuwangi Regency Culture and Tourism Office, among others, both have checked the list in several hotels and restaurants in Banyuwangi. These activities continue for all business actors in Tourism in Banyuwangi Regency. Meanwhile, the Rector of UIN KHAS Jember, in his Zoom, Hepni said that UIN KHAS Jember continues to provide benefits to the community in the form of education, research, and community service. UIN KHAS Jember is always ready to work together with the Banyuwangi Regency Government, tourism businesses, and the community to develop research and services to develop H2S (Halal, Hygienic, and Healthy) tourism, Heritage, and Historical Tourism. Even on this occasion, the Rector of UIN KHAS Jember directly dispatched several teams from LPH, Halal Center, lecturers who are competent in their fields according to the linearity of the field of science and by practical experience to finalize the PKS based on the existing MOU with the Banyuwangi local Government ( LG) on Wednesday, October 25, 2023, and continued with the PKS approval between UIN KHAS Jember and the Rector of UIN KHAS Jember Mr. Hepni through online with the Head of the Culture and Tourism Office Mr. Bramuda at the Office of Culture and Tourism of Banyuwangi Regency. The event was supposed to be attended directly by the Rector. Still, because of something, the event in the finalization and approval of the PKS was carried out in Zoom with the Head of the Office of Culture and Tourism of Banyuwangi Regency. At the same time, some of the lecturers presented from UIN KHAS Jember are representatives from LPH, Halal Center, Cooperation Division, lecturers who have linearity in the field of science, and lecturers who have practical experience.
